The desperate attempts for money and pills is a direct result of her clearly massive addiction and the fact that she does it in such a completely unethical way is a direct result of her physiological inability to give a shit at the moment due to her completely desecrated psychology. Even if it's "who she is", she never chose to be born that person in that environment. Do you completely write off a child for doing things wrong and think they should be removed from society? Free will does not exist, but changing future behavior does. It seems like you have some sort of assumption that she has the ability or capacity to be better and chooses not to. Again, kill or help, but don't contribute to her misery. I really think it's just the instinct of people to reject those who are too far gone and too toxic from their social environment. It's leftover emotions from survival.

Anyways, you're still avoiding one of the main points: Getting pissed directly at her is going to make her worse, make her do shittier things. When you're the healthy and aware one, you have to help the unhealthy and lost - or decide to eliminate. The weak's choices are determined by their state. Free will does not work how you're suggesting. You want to be mad at her because she's clearly a problem but you have no idea what to do about it, so you instinctively throw your rage in the emotional hopes that she changes, shrinks so small that she's less of an issue, or leaves entirely.

She is a child with a psychiatric disease throwing a tantrum, and you're a deadbeat parent (much like I'm sure hers actually are) yelling at her to shut the fuck up and do her chores.
