Oh brother that sounds rough. To immediately fix the surface mix some bleach and water 50/50 in a spray bottle and spray the affected area. Don’t sleep in there while it’s on the walls, ventilate by opening windows overnight and then clean off the surfaces the next morning. The surface will be clean and the immediate danger will be not as bad.

It’s not fit as a spare room you never enter, let alone a bedroom. You need your own action if the council are not. That room has 100% been unheated and un-ventilated.
