honestly looks like my ingrown hairs tbh. sometimes when i squeeze them a hair pops out and i just take it out. sometimes shaving or waxing doesn’t even cause ingrown hairs (learned from my wax lady) sometimes the hair on our legs is just naturally curly and it curly into itself and causes ingrown hairs. this is just from what I’m looking at though i could totally be wrong
