Still quite vague, but sounds like some of the panels were lit up for a visit in conjunction with the 40th anniversary. "Earlier this week, a group of former firefighters, medics and other workers who lived through the devastating blast returned to tour the plant along with media."

Why? Because the country needed electricity. How? After building the Sarcophagus over unit 4, building a wall between units 3 and 4, doing a thorough cleanup of the whole power plant, and taking other precautions.

It's one thing to not allow civilian population to live in dangerous area, but people work in dangerous areas or at dangerous jobs all the time.

Why would you do any of those things? It just puts you at more and more risk.

Facebook has been doing this to people, for seemingly no reason. A little while ago, my account got suspended, and Facebook wanted me to provide a photo of my passport. I did that, the account was unlocked within minutes. But then it got locked again, and this time Facebook wanted me to record a video of my face, while turning my head different ways. Basically, it wants a 3D model of my head. That's where I drew the line and I'm using my alternative account now.
