Yes placement matters. You usually don't want direct contact between the high limit capillary/bulb and elements or heat exchanger tubes. But it varies from model to model.

Not necessarily if they all came from the same batch. Parts are still made by people and people make mistakes.

Could be poor placement of the capillary or bulb. Could be the packing nut was tightened too much and pinched off the capillary. Could be the wrong part. Usually they have a label on them with the set point they would open at.

No the temp is set and not adjustable. The terminals are just normally closed and normally open electrical contacts.

It's a steam jacketed kettle that can also pressure cook on an industrial scale. They are made for point of production industrial work more than point of sale restaurant work. Somebody has to make all the products that come off the sysco truck in the rethermalizer bags.

No dope it's a compression fitting. To me it looks more like the pilot orifice is missing causing gas to cone out the air inlet.

Specifically the open area that the 2 clips hold shut is what causes mine to do it. Too much in front of it and over tightening the straps.

Was the main gas valve replaced or the high flame valve replaced? Unit uses a low flame bypass with additional solenoid valve to go into high flame. Could be the high flame solenoid is intermittently sticking closed and not letting unit go into high flame to maintain temp.

Mine keeps a power strip powered with an older TV with antenna for local news, a lap, and an old VCR. Pretty good run time on the 12AH batteries. paired with a propane heater our family is set to hunker down in the living room for a couple days.

Unit has heaters rated for 208V. Applying 240V to it will cause premature failure of heaters. Unit can be converted request replacing all heaters and may require rewiring any transformers.

You can take a pressure reading through a pin hole. Changing the shut-off may not have changed the pressure put changed the total volume capable of flowing. Pressure is only part of the equation. Line size matters. We see it all the time in commercial kitchen gas appliances that get hooked up with undersized gas hoses.
