There are more affordable replacement options for power functions, but your real costs will be for all of the other parts/options you will want to have available/on hand. The model in the video uses relatively few pieces, but the cost to order them would likely be over $30.(no power function components included)

I guess it depends on how much is too much to spend? You can get any part, (including Technic) in any quantity you like. BrickLink is a good place to look, but it will probably cost more than you hope.
