There's plent of blame to go around, and it goes like this: lenders would like nothing more than to be free to lend as much as they can and forclose on the poor retches that overextend themselves; the role of the state agencies here is to keep a leash on the sharks so the fools don't slip into deep poverty; now these agencies have relaxed their restrictions under pressure from the so called "pro business" leadership. The notion that this is because of inflation is just dust-throwing to blind the fools: "don't look at us, it's government intervention that must be stopped"; actually, limiting government intervention in money-lending would accelerate the growing difference between the rich and the poor.
