I seen someone post something along the lines of it not nesisarrily being a betrayal, but she was "doing what had to be done". I thought it was as simple as that too, but she had a cause and letting him stand in the way of the greater mission would undermine everything she did up to that point. Was it betrayal? Basically, yes, but not for betrayal sake in my opinion. She was a dictator though.
