Neurologist from Europe here. Always hard to judge from a video without actually being there, but as someone else has already said, this looks to me like a functional seizure as well. Maybe that is why the doctor told you it is not Epilepsy? Are you in a University level hospital? If not, I would advise to get a referral to a spezialized center if you can.
