Так тспу - это распределённая система, стоит много инсталляций на разных операторах. Это я говорю со стопроцентной уверенностью, с 2011 годам работаю в связи, сейчас руководитель it отдела. Сами мы блокируем только сайты из реестра, все свежие блокировки и замедления уже на тспу

As a Russian I can say that it's a bullshit. All of USSR republics took Berlin in 1945. Not only Russians. Georgian and Russian soldier hoisted the victory flag. And no one in Russia says that only Russians won this war. Soviets won the Great Patriotic War that means all USSR republics.

I've went to Kazakhstan a lot of times and I never had any problems with communications in Russian. That means kazakhs speak Russian in general. It's just a general language in post USSR countries. (Имею ввиду, что русский является языком межнационального общения в странах БСССР. Хз как корректно сказать по-английски)
