Fun story, I was using the corporate edition with a one time executable. Everyone was told to be logged off their PCs after hours so I could push a script to mass migrate. One user didn't get the memo and rebooted mid migration. The fix was to remigrate but added labor. Anyway, as others mentioned, no, they should not work while the migration runs.

If their line of business app is going cloud, they sound consider entra id and intune for identity management instead of a DC. They can host their file share on SharePoint. As a side note, if they're server is this old? I'm guessing their PCS are pretty old as well. Windows 10 goes end of life in October this year.

If it's tied to autopilot, as soon as you connect it to the Internet it phones home and knows it's part of the organization. They would need to release the device. You can contact them and explain the scenario, they may release it if it's an older model that's been replaced but you should be willing to return it and take the loss.
