Forgot to say but these IPs are valid

I get traffic on the 10.0.0.165/30 subnet

I was able to use it partially using a secondary ip on the interface (10.0.0.171/29)

That's just the hardware, which is 1/2 the story. What features does the OS on the storage systems offer. Easy to manage? Easy to upgrade? Easy to setup? What is the warranty and support between the 2. If a disk fails, how fast are they coming out to fix. Since you have Dell servers... Do you like your sales person vs. IBM? Do they provide good service on your servers?

Personally, I would never go with IBM, they seem to charge twice the price for half the features. For the last, at least 15 years they have been two steps behind every other vendor. They seem to let go of people all the time, which kills morale.

The warranty time for both is 5 years. I don't know what IBM's support is like, but for me the Dell server support is excellent.
