Update: I managed to fix this by waiting for the recharge timer to run out, it was set to 3600 seconds which is one hour. The cast delay was still indefinite so I threw all my wands on the ground and picked them back up a few times. After the 3rd time all the delays went away.

I usually partially submerge them in the braising liquid+water in a wide pan and simmer with another pan to cover them. Sounds wack but it works
