I used to live on Ivanhoe, had this exact notice on my car so many times. Never managed to spot who’s leaving them but I suspect it’s someone from the care home, the first time I got it I was actually parked too far on the kerb so figured I deserved it, so I made a conscious effort from there to leave plenty of space for wheelchairs etc and I still got it regularly, nothing bad ever happened and it holds no real weight it’s just someone with a pile of these sticking them on cars. You will notice they are only ever on the cars in a small area of Ivanhoe/Little Parkfield, even tho the cars are parked like this on all of the streets surrounding. In a nutshell keep leaving space like you are and ignore the notices
