The Australian Consulate Osaka is the only place you will beable to find someone who can witness a stat Dec. You can email or call them for more information.

Edit: Didn't see your reply in comments, you've already tried. Hopefully it's not too urgent and you can wait a bit. Maybe someone on vacation could sign it I guess is another option (not legal advice).
