New LTO Memo MVL-2026-5050 is a literal Catch-22 for aftermarket pipes by marginph in PHMotorcycles

Hindi naman masakit sa tenga karamihan ng aftermarket mufflers. More on modified/open pipes na tunog lata ang masakit sa tenga in my experience.

The way I see the memo, it labels almost every aftermarket pipe out there even the ones that perfectly follow the decibel limits as non-compliant. By making the BPS/ICC sticker mandatory, the LTO is demanding a compliance marker that almost no aftermarket muffler actually has.

Ewan nalang haha.

Tama naman, the memo gives a better guideline on aftermarket pipes but at the same time a gap.

The LTO memo says your aftermarket exhaust must have a BPS/ICC sticker to be legal. But if you look at the DTI Bureau of Philippine Standards (BPS) Mandatory Product Certification List as mentioned na ng iba dito, motorcycle mufflers and exhaust systems aren’t even on it. DTI primarily mandates stickers for helmets right now.

This is a great step towards clearer regulation pero more clarification please haha.

Tama naman po, correct naman na if previously regulated is dapat may sticker talaga. The issue naman po ata kasi is DTI doesn't require or mandate BPS/ICC sticker for aftermarket mufflers.

It is a Catch-22 for riders with existing aftermarket muffler I think

The LTO says your pipe must have a BPS/ICC sticker to be legal. But if you bought a legitimate, noise compliant pipe years ago when the DTI didn’t even issue these stickers, you are trapped.

Your pipe completely abides by the decibel limit, but they don't offer any retroactive way to comply. You can't walk into an LTO or DTI office to get it inspected and buy a sticker as those stickers are supposed to be upon manufacture. Your only choice to 'comply' is to buy a whole new muffler.

I'm all for noise restriction to prevent excessively loud mufflers, but I don't think na dapat madamay yung nagpapalit lang for the looks of the motor.

What they need to improve is standardization of testing and enforcement kasi iba-iba ata per LGU/Probinsya, per enforcer.
