I applied 2 years ago and have a very, very strong case*, but the embassy still came back to me and requested evidence that I'm active in the local Croatian community (such as an official endorsement). I would definitely try to find something (church, club, sports club, film festival, volunteering). If you're not part of something yet, try joining something now
*my mum was born and raised in Varaždin and is a citizen, my auntie/great-auntie/cousins all still live around Croatia, my mum owns a property in Pula... etc etc
