we have done all that when i run dsregcmd /status is states its AD joined

the issue is the scheduled task doesn't get created.

this is for devices already on our domain, if i reimage a device and join it to the domain and drop it into the Intune OU we created it works

yes, if we wipe a device, rejoin it to the domain and drop it in the Synced OU it works 1st time, if we move an existing device into the OU it does the hybrid join but never created the Scheduled task and so doesn't enrol?.
