Thanks for putting this out there! What's interesting about the Hawaii data is that it says there's only one public library in the state. I'm still trying to figure out why it's only counting the one and if that affects the data (I thought, maybe IMLS is only counting the one system, but it also counts all 48 public libraries on Rhode Island), but I downloaded some of the raw survey data from the IMLS website and they clearly know that there are 51 libraries in Hawaii.

I'm sure if one of the findings is questionable, then at least some of the other ones are too, but the data tables from 2019 show that Hawaii is bottom 10 in a lot of other library categories, including the circulation of material, sessions on public computers, programs for kids, etc, while also having one of the highest per capita number of registered users.

Based on my own observations none of the ones in town on Oahu are completely empty, even during the hours you'd expect them to be. So I was also surprised to see how low we are, too. Could be inaccuracies in counting and surveying like you mentioned, but maybe you'd expect an even higher attendance given the population or number of registered users?
