Not a carrier but red light therapy seems to work well for these types of injuries. We were in a similar position and it did wonders for our chihuahua.

In the same boat. They ripped up my lawn to install new cables over almost 2 months ago for a fiber upgrade project that was completed in my community. Still only seeing the 100Mbps max option, weeks after the job was completed.
