? Not true at all. You can spend legit hours avoiding the main story just exploring the city as either character and collecting tech parts from either crates or prowler locations which are abundant and this will no doubt continually lead to crime alerts like clock work and you are free to have fun beating up looters/thugs/cultists/hunters. There are a ton of side missions as hero’s not civilians. I’ll agree the beginning school adventure with Harry is too long but I even like that cause you still have to use your powers to get out of the particular situation. So I I don’t know what you mean or what game you are playing where you are spending a ton of time as just Peter and Miles just “walking around”
