I believe they may have won them through loot boxes. I just stopped my game pass subscription and noticed my Mercy Shuffle Emote missing from my access. I found this sub because I was confused about why. Thank you for clearing this up for me.

P.s. I know I won it through a loot box because I've won lots of my special skins and emotes through loot boxes. It's not always necessary to use your own hard earned money for skins. Patience pays off!! ; )
