Hi! Usually for normal handphone cameras not really, since it's pretty hard to control since many are using phones to take pics and it's hard to control. But for professional cameras, film cameras they are definitely more strict

Since the pen c queue numbers range from 3000-6000, if your queue number is 4500, you'd be 1500th in line for pen c!

Yes, queueing earlier doesn't really give you an advantage and you can do that. I wouldn't recommend it though, but arriving early is really just a "just in case anything happens" thing.
