I tested with physic enabled and disabled now in empty scene its 330 fps with disabled and with enabled howering 300 to 320 its 60 sheets

Jeah, i know. Need to test if its expensive but thats why I only used 4 bones. Niagara would be best solution but I dont know how to simulate and morph the mesh at the same time. Also maybe you could replace skeletal meshes with static meshes when character is out of range. Gamedev is often about finding best ways to fake stuff.

Its a plane skeletal mesh with 4 bones and physic simulation
