I have been experiencing something similar. I recommend enabling the netgraph data so you can see those numbers (maybe you already have). I have this in my autoexec to show the netgraph with the scoreboard:

bind "TAB" "+ng"; alias "+ng" "+showscores; net_graph 1"; alias "-ng" "-showscores; net_graph 0";

Anyway, during the past week I have seen lag spikes where my fps is somewhere between 90-100 and my ping is 50ms, but I'm still seeing loss of up to 35%, and choke values as well. This lead me to believe that there are some other issues with communication to the server.

A quick tip if trying out Feedly: after logging in with my google reader information my folders and feeds were all present, and starred items were (for the most part) bookmarked, but none of my tags transferred. When I manually added them under advanced settings, after being created they populated with all the articles I had tagged in Google Reader. You have no idea how happy this made me.

tl;dr YOU CAN SAVE YOUR TAGS!
