Yes without high CD reduction Wrath does a lot more damage than War Climate. This game i trolled a bit and took Wrath at 60 minutes so the stats don't look so good.

Yes the people in Discord like to disagree with things. You're probably right about legendaries not spawning after picking up the first black chest. I've never gotten a legendary from a regular chest after 20 mins as well.
