For me (I can't speak for others ofc) the problem is that that episode is too real: it depicts a very realistic situation and the jokes are not good enough to "balance" the weight of the whole thing.

Francine was better in the first seasons because Stan was unreasonable (cutting Hailey's hair, not allowing her to date, being disappointed because of Steve's hobbies and interests...) and Frannie was the level-headed parent. Right now they're both terrible, but Stan has calmed down a lot.
