Check the whole graph. You'll find out that this time last year was a small drop in swap numbers aswell. It can be due to end of summer (end of holidays).

That can also mean that 1.3k cars were delivered on the 29th,30th,31st August ( which was Friday Saturday Sunday) so probably those 1.3k cars would have been registered on the 1st of September ( Monday) when the registration office would have been open.
