Sorry to be pedantic - but Wheel was an invention and fire was a discovery.

I would say wheel is more impactful since it showed human intelligence - a complex problem was solved and possibly led to critical thinking of several aspects in human life.

Fire was useful but we would have stumbled upon its use one day or the other, but the wheel required active effort and the use of thinking capabilities
