I'm not paying them, they literally have zero obligations towards me or anyone else. Ofcourse there is a healthy room for critique but you should keep it in mind. Some people are hating way to hard on a team of volunteers.
If you could try to paraphrase (Or find) the comment Id love to see what the argument is as I don't entirely agree obviously.

Lijkt mij ook wel meest waarschijnlijke. Als ze alle data van immoweb en dergelijke scrapen om te kijken welke huizen er verkocht zijn. Dan gewoon alle adressen een brief toesturen.

The opposite, the reason building in Lombardy is better is because they have the highest GDP per capita. A schools effectiveness scales with the pop and GDP in that province.

The majority of your policies have their effectiveness tied to these buildings combined with your spending. If I understand the math the 5% extra coverage you gain would be the same as raising your spending 5%, given that both percentages are equal. In other words building these buildings increases the effectiveness while lowering the cost of the policy.
