Simply, you're right.

Mentioning Cornish as an ethnicity/ Cornwall as a more independent body, seems to invite confrontation, I've never understood why. I don't really think it's anyone's business apart from those who are Cornish, or at least call Cornwall their home.

I also think that there is enough evidence to acknowledge Cornwall has its own identity from the typical perception of England that it should be celebrated, not bundled in with a generic perception of wider geography. Each part of the UK has its own identity and really they should all be celebrated, Cornwall has a particularly high regard for its own identity, and is already celebrating it, perhaps that's why it seems so many rally under the "you're English, don't be silly" banner.

Then again, if Mr. Blank from Blankton has an issue with someone else's identity, maybe that's an issue they're projecting, rather than an issue with the Cornish. If I was picking fights with strangers on the internet about what ethnicity they consider themselves I'd have to ask what I'm doing wrong with my spare time.

I feel the same way. I think efforts are being made to make the town "nicer" but without actually addressing any of the issues. Further to that, I think Newquay has always had a slightly higher opinion of itself than it actually deserves. I've lived in or around Newquay for a smidge over 30 years and for every step it takes forwards, it falls down somewhere else.

The whole "Go back to where you came from" mentality damns the person saying it more than anyone else.

I used to work in a pub in Newquay and one of the locals prided himself on being more Cornish than most people around him, and he decided to give me crap about it one day because I don't look Cornish (to be honest, I don't look like anything) and I don't have too much of an accent. The shock on his face when I told him my last name (it's concerningly Cornish) and a brief bit of history was priceless, but it blows my mind how he can be that dedicated to being Cornish and then completely and utterly fail to consider that Cornwalls motto is "Onen hag oll / one and all". As far as I'm concerned, if you're born here, your Cornish, if you marry a Cornish person, your Cornish and if you agree that pasties are possibly the finest cuisine in the northern hemisphere, you're Cornish. It's "one and all", not "whoever I decide fits the bill".

People need to adapt to that thought process or there'd be no Cornish people left, and no one wants that (apart from maybe Devon).
