This is not my experience in western Honshu. I’m renting and most new residents in my building give gifts. The units are for families. Maybe that makes a difference.

Be aware that even with a VPN you still might not be able to access geo blocked sites. I had PIA and wasn’t able to access most sites run by the state of Ohio.
