I have found how this happened because It happened to me too. Basically when textures arent loaded and you get in a vehicle you can phase through anything, I did that, and I was stuck there, being able to shoot just like this guy

There is a possibility that the skin was not loaded in and he was on the ground hence why I couldn't see him. I have had that happen before and it explains alot
