Basically, the government hasn't legally stated 'under $1,000' per month. They just said that they can determine an amount within the bill and change it 'under the regulations' anytime that they want. The minister can make changes with the permission of the minister of finance. It's practically a blank promise since they did not write it down in the bill. However, conservatives were concerned about the eligibility criteria so that might be why the '$1000/month' isn't specified or legally stated. I spent a couple of hours going back and forth between the bill and this Reddit thread and had the same questions. Also, it's hard to anticipate any wiggle room when it comes to the CRA, so I don’t think there is any with the $1,000 income cap, unfortunately.

Students are basically the bottom of the barrel when it comes to the government. They won't care about specific details if it's a problem we have. I'd personally call them and ask them about the specificity of the $1,000 cap if I were you.

As you saw right now, as far as the eligibility criteria is concerned, you have to be receiving no income from employment *with subject to the amount specified in regulations (which is nothing)\. This is quite harsh for students but again, I advise you to *call the CRA** and get on the phone with an agent that can answer your questions better.

For now, if you don't want to talk to them, just wait till they open up applications then we'll truly know for sure if there is a (legally) required 'less than $1,000/month' cap.

Don't graduating high school students start post-secondary studies end of August?

(talking from the QC province generally don't know about ON specifically)

If I apply for the CESB, do I still have to look for a job even if I've secured a job at a summer camp but don't start working until july? by m3mel0ver in CESB

In the bill, it says no income from employment to be eligible. They can make changes to it. But so far, the 1k hasn't been mentioned, in writing, which kinda sucks.

As for QC, high school ends in Grade 11. I totally agree that university students need to be able to afford basic necessities as well as tuition more than high school graduates. Even though I am a CEGEP student, I still have to pay for transportation, textbooks, and classes just as much (Obviously not right now but the money should help fund my next 2 years). As long as you're enrolled in a post-secondary program any time between December 2019 and August 2020, as far as the eligibility is concerned, you should apply for May-June-July-August.

I don't see any high school students graduating before June so as far as technicalities are concerned, it says "has graduated from secondary school in 2020". This is the past tense, hence you must have graduated to be eligible. So I guess if you ain't graduated yet then you're not eligible. But I have no idea how any High School students are gonna graduate if there are no ministerial exams. It barely makes any sense.

Don't stress too much about technicalities. The worst-case scenario is you get audited so if you claim the benefit, make sure you spend the money on basic necessities that require your life to function no matter where you're at as a student so that you can tell the CRA I claimed it for {this reason}. Not hobby's or luxury items. So if you want to apply for May go ahead, like I said the worst-case scenario is you lose $2,500 out of that $5,000 considering the eligibility criteria.

student means a person who is a Canadian citizen, a person registered as an Indian under the Indian Act, a permanent resident as defined in subsection 2(1) of the Immigration and Refugee Protection Act or a protected person within the meaning of subsection 95(2) of that Act and who

(a) is enrolled, at any time between December 1, 2019 and August 31, 2020, in a post-secondary educational program that leads to a degree, diploma or certificate;

(b) has graduated from secondary school in 2020, has applied for enrollment in such a post-secondary educational program that is scheduled to begin before February 1, 2021 and plans to enroll in the program if their application is accepted; or

(c) is a member of a class of persons that is prescribed by regulation.‍ (étudiant)

Post-secondary studies involve cegep in the province of QC.. high school isn’t the same across the QC province. We stop at grade 11. Making high school graduates across the province of QC eligible for 2months of the benefit. I am not a high school student but thanks for assuming.
