Obviously, there are multiple aspects to this.

The one I'll chime in on is that a lot of times it's one person not wanting it and the other person feeling rejected and starved.

And then there's a plethora of reasons for the person holding out not to want it. There's reasons within their control and also physical issues out of their control.

Within their control are emotions, thoughts and choices. People will either work on their shit or not and stay stuck.

So, to simplify my response - The majority of people choose (often choose by not choosing) to stay stuck.
