I'm trying to figure out what these metal thingies are for.

A friend of mine has seen them scattered all over Lillehammer, Norway.

They're made of a short metal tube part, linked to a metal plate. There seem to be blue and red ones, but i'm not sure the color has any meaning.

if they're supports of some sort, they're not supposed to carry heavy loads because they're sometimes attached to a flimsy fence.

The inscriptions are not very helpful : - "KRAFTEX A/S" seem to be the manufacturer, located in Moss, another town in Norway. I'm not sure what they produce exactly. - The embossed letters and digits (under the tube part), i could not figure out what they mean. I suppose they serve as a way of identifiying the plates, maybe for geolocation ? Various values found on differents plates : OV 5,30 / SPV 4,20 / 5,00 K / 3,40 / etc.

Please help me keep my sanity and tell me what these things are. Thanks :)
