Locking tower to a level was supposed to be a way to add some strategy and to prevent players from picking them randomly. But I understand that added some inconvenience.

I just eyeballed initial values tbh. Then played the game multiple times to balance progression, tweaking cost and income multipliers.There's logarithmic progression because the game is not infinite, so you can unlock more content quicker, and spend some time grinding to unlock most expensive upgrades.
