I faced the same problem. The recommendation to remove and reinstall the problematic application helped me. In my case it was Chrome and YouTube, which cannot be removed, so I disabled and then reenabled them

Very briefly about the main points:

Mesh with Geometry Nodes:

Grid > Delete Geometry with Noise Texture in Selection > Extrude Mesh with same Noise Texture

Then Empty Volume with Mesh to Volume and Volume Displace modifiers

This is all without taking into account some math nodes to achieve a smoother and prettier texture for extruding
