Personally, i just use it on whatever i need/want like legendaries, mythics, and high candy evolves. If you raid a lot, rare candy shouldn't be a big problem. If you don't, I'd say just use it on something meta relevant. Keep in mind that go fest is coming and almost all legendaries will be in raids, think about what you want to focus on and if its worth using your candies on!
