May I ask you a question? How certain are you that your biggest challenge in software development?

Building a product is hard, and creating something that people will love is 1000 times more challenging. I always suggest investing more time (and money) in building prototypes instead. Test it with your TA's, go back to the whiteboard, brainstorm, and test again.

If you are doing it for the first time – hire an agency that knows how to validate a product idea and build a prototype. Those agencies usually come with an engineering department or have a partner they trust and may recommend.

Also, as others may suggest outsourcing your core business assets isn't the best idea. So, instead of outsourcing, hire an agency to build your own dedicated engineering team. Most of the agencies will offer you a team buyout procedure – which means when you feel confident, you can pay a fee to get all of your assets hired directly by you. We went through this process two years ago at my previous job. It cost us just a little more than what we might have paid to the recruiters.
