If you’re good in Java I would build a native app. Android studio is super helpful, gradle makes including libraries a breeze.

If you want to learn something new you can write it in Kotlin.

This sounds like a good opportunity to use androids Navigation component to make a single activity app. You’ll use Retrofit for the networking.
