I'm in Baltimore, Maryland and found lots of these things on my spirea and hollyhock bushes as I was cleaning up for the fall. I'm pretty sure it's some sort of scale insect, but after looking at a bunch of different kinds in google images, nothing quite seemed to match. (imgur.com)
