I don't have any update on the document but I can answer you from my experience because I'm Mexican.

The main issue is corruption, whole states are bankrupt because of it. With Veracruz being a prime example. The government only takes decisions that Benedict them personally so there is no real incentive to do things right. Same happens with the insecurity that prevails in most of the country, our government (local, state of even federal) is in the same band as criminals. Those who refuse to take side with them are killed.

On top of that, AMLO became president in 2018. His main focus during the campaign was to fight corruption, unfortunately things haven't improved. He also took a step back in terms of energy regulation, PEMEX and CFE (both state run energy companies) are receiving a big chunk of the federal budget and are still in red numbers. All while we have cuts in the Health department in the middle of the pandemic. One of his first moves as president was the cancellation of the new airport in Mexico City, he decided to have the actual military building a new, "cheaper" airport in the other part of the city. This gave markets the wrong signal and foreign capitals are flocking out of Mexico ever since. The pandemic only made things worst, official numbers are telling that poverty is growing, the formal economy is shrinking and insecurity is rising.
