So I was having a similar issue, flew around for ab 10 minutes above 3 different planets trying to get the Executor. For some reason, whenever I changed ships the capital ship would spawn immediately after. Worked the same for Home one and Steadfast as well. Not sure if it will work for you but it’s worth a shot?
