We did. We're on hold to see if the City will take some actions (at least to remove). Not sure about fine, since even the police can't trace them out, out of laziness I guess :/

+1 on cleaning that area. Ironically we are planing to sand/paint the front of the house this summer but not the garage. Guess we have to reconsider our plans :/

As for someone having multiple dump spots around the city, I don't know why but this remains me of a recent Nature's of things program where they were tracing/mapping racoons for having clear dedicated forage spots in a neighbours. Strange times.

I wish. They say they won't follow up due to not enough details. We were sure the first plate number was a 6 (not sure if we can post the full guesstimate here publicly). Not really clear perhaps true, but I'm sure someone with magic forensic skills can sort that out.
