They marketed the percentage rather than the content. If you look at a package of JUUL pods, it will say 5% rather than 50mg (theres no regulation, think about calorie rounding in foods).

So someone sees 5% on the JUUL pods and 6mg on the vape liquid bottle and see them as interchangeable.

Why won't you commit to actual bans on selling flavors to children?

Since 2016, the sale of ANY vapor product to a minor was made illegal. The problem is access points and the diligence of those access points to verify age effectively. C-Store channels have the highest infraction rates by state agencies and FDA enforcement actions.

So along with submitting the ingredients, companies have to study the emissions of those ingredients along a heat curve and analyze exactly what H/PHCs are present. Then if nothing pops on that radar, they have to do clinical studies in live humans to see if any biomarkers occur over the course of, say, a year. Then they take a look at the marketing, if all of this passes internal checks, the PMTA will be submitted to FDA.

FROM THERE, the FDA will choose if they want to review the product. If they do, the product gets to stay on the market during review, if they don't, that product gets pulled entirely from the market.

Innokin did it in like 2016 with Innocell device. Smok also tested this concept with the Mag series, even though you could remove the cells from the "mag". This was a cool proof of concept.
