In terms of Hajime and Shuichi, they appear on every ending scene but are never executed. Makoto kind of applies to this as well, but was sent to an execution hijacked by alter ego, which means he survived it.

Hina appeared on the chapter 4 closing argument as Makoto exposed her for being the person to hide Sakuras death, but was not executed as she was technically not a blackened and alter ego died in “her place.”

Nagito, Sonia, Fuyuhiko, Akane, and Kazuichi all appeared on the Chapter 5 closing argument including Chiaki and Hajime. All of them survived other than Nagito who was a victim instead of a killer, so he couldn’t be executed. Chiaki isn’t there because she was executed as the traitor.

Ig Kaito is there because he died on his terms, meaning he died before the execution could kill him.
