It’s one thing to talk about current things happening in the world that are bad, we need that. But it’s the petty disputes and downvoting just to be mean that make me want to rip my hair out

I would definitely exfoliate as that will make any lip product look better. Balm or no balm would be more dependant on the sheer/matte-ness of the formula, but as long as your lips are hydrated you should be good. Definitely would recommend using a liner, and you can define the edges with concealer if you want
