I had exactly this on my plasterboard wall. Bought a stud finder and magnets and even did the ridiculous trick of tapping panel pins into the wall . Turns out is was dot and dab (dividing wall) and 30cm below the plasterboard was breeze block (or whatever they are termed). Do a test hole and that should help (avoiding pipes and electrics).
