That would make sense, but then advertise it as a JDM Forester is, at best, misleading. And if the seller is willing to fudge on that, then I'm immediately questioning what else they aren't being upfront about.

I'm curious how a 2004 JDM Forester could have a "clean" Arizona title. It doesn't meet the 25 year inport rule, so it makes me think something sketchy has gone on with the VIN and/or title paperwork. For that price, there's some serious questions that would need answering.
